Looks like a late nineties FPS, colored lighting EVERYWHERE or.... it looks a bit like Sin City. Take your pick, in either case, a very interesting image.
Hah, beat Ozy this time. Quick, decrypt it! It appears to be a variation of vigenere using hex coded colors, with a 4-wheel enigma tossed in as an afterthought. But that's just my opinion.
