Hah, beat Ozy this time. Quick, decrypt it! It appears to be a variation of vigenere using hex coded colors, with a 4-wheel enigma tossed in as an afterthought. But that's just my opinion.

Actually, I did, briefly, and the result was so stunningly headache-inducing and aesthetically abortive that the United Nations Council On Human Rights And Interior Decoration passed a unanimous resolution requiring me to change it back. So I did. Who am *I* to go against the will of Kofi Annan?
